Agreed, it's very tough to give feedback when the site is broken. I do have a few things from looking at it, but it's tough to give a full assessment.
Firstly, you do use contrast well throughout. It's easy to see everything and navigate the website. The layout looks clean and very "Las Vegas" to me.
Aside from the fact that it's broken, a couple of issues stand out for me. One, the site is massive on anything that isn't super high res.

When I have to scroll around on my 1440x960 laptop to see the whole site, something is wrong. It needs to be made either for smaller resolutions or, more ideally, liquid and or responsive to the resolution of a viewing device. Two, I notice a lack of pictures all the way around. I have a rough idea of what the site is about, but without imagery it becomes difficult to tell what's going on.
You have the foundation of a good website here, but it needs to be cleaned up, have images added, and set so that you don't need a monster monitor to interact with the website. Keep working on it.
